Waiver Overview
The Department of Social and Health Services' Developmental Disabilities Administration offers five Home and Community-Based Service Medicaid Waiver programs. These programs are designed to meet specific health, safety, and personal needs when other resources, such as private insurance or Medicaid, are unavailable.
Each waiver program provides targeted services tailored to individual needs:
1. Individual and Family Services (IFS)
Supports individuals of all ages living in their family homes by offering resources that help maintain stability and meet daily needs.
- Eligibility: Birth and older
2. Basic Plus Waiver
Provides health and safety support for individuals to remain in their homes, family homes, or adult residential facilities.

3. Core Waiver
Supports individuals at immediate risk of institutionalization or those with complex needs unmet by the Basic Plus waiver. Includes comprehensive residential options.
- Eligibility: Birth and older
4. Children’s Intensive In-Home Behavioral Support (CIIBS)
Designed for youth facing significant behavioral challenges, this waiver offers family-centered positive behavioral supports to prevent out-of-home placement.
- Eligibility: Ages 8-20
5. Community Protection Waiver (CP)
Provides 24-hour supervised therapeutic residential services for individuals requiring high levels of support to ensure the safety of others. Participants voluntarily agree to follow community protection guidelines.
- Eligibility: Ages 18+
