At Prime Quality Services, we offer a wide range of personalized services designed to meet the unique needs of individuals with developmental disabilities. These services, funded through Medicaid Waiver programs, promote health, safety, and community integration. Our comprehensive approach ensures that clients and their families receive the support necessary to achieve their goals and thrive in their communities.
Waiver Services Overview:
We offer services in four categories, tailored to meet specific needs:
- Community Services: Enhancing participation and integration within the community.
- Professional Services: Delivered by licensed and contracted professionals to support individual goals.
- Caregiving Services: Relief and support for participants and their caregivers.
- Goods and Services: Specialized equipment, supplies, and resources not available through other funding sources.
Community Services:
- Community Engagement: Encouraging active involvement in local events and supports.
- Community Inclusion: Building meaningful relationships through shared interests (Basic Plus, Core).
- Peer Mentoring: Guidance and support from experienced individuals (CIIBS, IFS).
- Person-Centered Plan Facilitation: Planning to promote self-determination (CIIBS, IFS).
- Residential Habilitation: Developing skills for independent community living (Core, CP).
- Supported Employment: Helping individuals find and maintain meaningful employment (Basic Plus, Core, CP; ages 21+).
- Transportation: Non-medical transport for accessing essential waiver services.
Professional Services:
- Stabilization Services: Crisis intervention and support.
- Music Therapy: Using music to achieve therapeutic goals (CIIBS).
- Equine Therapy: Promoting growth through therapeutic interactions with horses (CIIBS).
- Positive Behavior Support and Consultation: Tailored behavioral interventions (CP).
- Risk Assessment: Evaluating behaviors to determine support needs.
- Specialized Evaluation and Consultation: Skill-building and treatment planning (CIIBS).
- Staff/Family Consultation: Professional advice for caregivers (IFS, Basic Plus, CIIBS).
- Specialized Habilitation: Developing essential life skills (Basic Plus, Core, CIIBS, IFS).
- Supported Parenting: Coaching and strategies to strengthen parenting skills (Core, IFS).
- Therapies: Occupational, physical, and speech therapies beyond standard Medicaid (21+).
Caregiving Services:
- Respite Care: Temporary relief for primary caregivers (IFS, Basic Plus, Core, CIIBS).
- Skilled Nursing: Long-term care for chronic health needs beyond standard Medicaid (21+).
Goods and Services:
- Assistive Technology: Tools and training to enhance functionality.
- Bed Bug Extermination: Ensuring a safe and healthy living environment (Basic Plus, Core, CP).
- Environmental Adaptations: Modifications to homes for accessibility and safety.
- Specialized Clothing: Adaptive apparel for unique needs (CIIBS, IFS).
- Specialized Equipment and Supplies: Essential items not covered by Medicaid.
- Therapeutic Adaptations: Changes to reduce stress and improve quality of life (IFS, Basic Plus, CIIBS).
- Vehicle Modifications: Enhancements for mobility and integration (CIIBS, IFS).
- Wellness Education: Monthly tailored guidance for managing health and wellness (IFS, Basic Plus, Core).
Civil Transitions Program
DSHS Developmental Disabilities Administration
The Civil Transitions Program provides specialized services and support for individuals who have been deemed not competent to stand trial due to an intellectual or developmental disability (IDD). This program aims to assist eligible individuals in navigating their transition from the legal system to appropriate services offered by the DDA.
Program Overview
When a court orders a competency evaluation and the individual is found not competent to stand trial due to an IDD:
- The Behavioral Health Administration (BHA) will refer the individual to DDA.
- Individuals not previously eligible for DDA services will have the opportunity to apply for eligibility through the DDA intake process.
Eligibility Criteria
To qualify for DDA services, applicants must:
- Be a Washington State resident.
- Have evidence of a developmental disability that originated before the age of 18.
- Demonstrate substantial limitations as defined by WAC 388-823-0020.
What Happens Next?
If Court-Ordered Restoration Applies
- Individuals undergoing inpatient or outpatient restoration may apply for DDA eligibility, but services are pending the restoration process outcome.
- If restoration is successful and competency is regained, the referral will be closed.
If Restoration Does Not Apply or is Unsuccessful
- Individuals not undergoing restoration or deemed permanently not competent can access conditional DDA serviceswhile completing the eligibility process.
Available Conditional Services
Conditional services are temporary and designed to support individuals as they navigate the intake process. These may include:
- Temporary Supportive Housing: Includes housing wraparound services.
- Personal Care Services: For individuals requiring assistance with daily living activities.
Note: These services are time-limited and contingent upon completing the DDA eligibility application process.
For Individuals Found Eligible
Eligible individuals will have access to a range of traditional DDA services, which may include:
- Personal care services.
- Residential habilitation.
- Additional supports through programs such as the Community Protection Program (eligibility criteria apply).
For Individuals Not Found Eligible
Those not meeting DDA eligibility requirements will receive guidance on alternative resources and services they may qualify for.
Voluntary Participation
Participation in the Civil Transitions Program is voluntary. Individuals must:
- Agree to seek DDA enrollment.
- Accept the services offered.
- They may decline services at any time.
